Every fart of any standing has a name. Most people have simply never been told theirs.
On the Register
The register does not invent. It looks up. Give it the same particulars a second time, a year from now, on another continent, and it will return the same designation — a name you can re-roll until you like it is not a name, it is a slot machine.
Your habitat and your school genuinely move the result; they are weighted twice as heavily as the common vocabulary, so the Open-Plan produces its own epithets and the Silent School its own nouns. Two people of the same name in different rooms are different entries.
